Our success showcases the power of a vibrant civil society to drive real and lasting change.</p> <p> The Program Manager (PM) for the strengthening civic engagement activity in Kazakhstan will function as a central figure in advancing the project’s overarching goals, including enhancing civil society, advocating for human rights, and fostering collective action. This seasoned international development professional will help the Chief of Party (COP) with the comprehensive management and technical oversight of the project. As a pivotal member of the project team, the PM will ensure the integration of core components including civil society enhancement, human rights advocacy, collective action, coalition building, and youth empowerment into the project’s strategic objectives. </p>
Responsibilities:
<ul> <li>Full responsibility and decision-making for technical and administrative aspects of SCE implementation and management in coordination with the EF HQ PMU. </li> <li>Serve as the primary point of contact for USAID and ensure the successful provision of technical assistance including coordinating and communicating with the USAID Agreements Officer, AOR, Activity Managers and other relevant USAID staff and counterparts. </li> <li>Ensure smooth office operations as well as financial management of the program and perform quality control of all project deliverables by full-time staff and consultants.</li> <li>Assist in grantee selection, including participation in pitch panels, review of larger applications and resolving disputes related to grant giving among coalition members.</li> <li>Leverage existing relationships and rapport with the Government of Kazakhstan to assist the Legal Advisor in communication, collaboration and maintaining the program’s (and USAID’s) positive image.</li> <li>Manage subrecipients to ensure timely and high-quality completion of their obligations.</li> <li>Lead the development and delivery of annual work plans, quarterly progress reports, final report, and other updates and reports as requested.</li> <li>Attend technical meetings relevant to assigned work to support the team when needed. </li> </ul>
Qualifications:
  • An advanced degree in Public Administration, Business Administration, International Development or a related field. Master’s degree is preferred but not required.
  • At least 5 years of progressive experience in managing and leading development programs of a similar size and scope in Kazakhstan with a focus in the areas of governance, democracy, civil society strengthening and human rights.
  • Demonstrated leadership and skills in strategic thinking and planning, operational and financial management, conflict mitigation and negotiation, communications.
  • Broad knowledge of and networks with the international donor and diplomatic community in Kazakhstan.
  • Professional fluency in English and Kazakh is required. Ability to speak Russian is preferred
